Building Digital Government: Impressive Results

In 2024, the Vietnamese Government continued to make significant progress in digital transformation, especially in building a digital government and developing online public services. Under the strong direction of the Prime Minister, many important strategies have been implemented, contributing to creating outstanding results, not only improving the effectiveness of direction and administration but also improving the quality of public services, bringing practical benefits to people and businesses.

Operating in the digital environment

In 2024, the direction and operation of the Government and the Prime Minister in the digital environment continued to be developed and improved, especially the increased application of information technology and big data in management decisions. The Prime Minister has issued the Action Plan for digital transformation of data-based direction and administration for the period 2024 - 2025, with a vision to 2030. The goal is to build a completely online and data-based administration system, helping to improve transparency and efficiency in management, while enhancing the ability to monitor and supervise the tasks of ministries, branches and localities.

The total number of tasks assigned to ministries, branches and localities in the year was 5,117, all of which were managed and monitored through the digital environment. The meeting and work processing system served 23 Government meetings and processed 657 Government members' opinion forms, replacing more than 250,000 paper files and documents. This is a clear demonstration of the strong transformation in the Government's direction and administration, aiming to use information technology to improve the effectiveness of state management.

Developing online public services

One of the outstanding achievements of the Digital Government in 2024 is the strong development of online public services. From July 1, 2024, all citizens must use VNeID to log in and perform online public service procedures. By the end of November 2024, there were more than 93.7 million visits via VNeID, with an average of 425,000 visits/day. This is an impressive number, demonstrating a strong change in people's habits and behaviors when accessing public services.

In addition, the rate of online records nationwide has reached 45%, an increase of 28% compared to 2023. Of which, the ministerial block reached 62.48% (an increase of 24.48% compared to 2023), the provincial block reached 18.26% (an increase of 9.28% compared to 2023). The National Public Service Portal, where administrative procedures are centralized, continues to maintain its effectiveness with 4,475 online public services, accounting for 70.8% of the total number of administrative procedures.

International Achievements: Vietnam's E-Government ranks 71st in the ửold

One of the most notable highlights of 2024 is that Vietnam ranks 71st in the United Nations E-Government Development Index (EGDI), up 15 places compared to the 2022 assessment. This is the first time Vietnam has been ranked in the EGDI group at the "Very High" level, and is also the highest ranking that Vietnam has achieved since participating in this assessment in 2003. This achievement not only affirms the efforts of the Vietnamese Government in digital transformation but also demonstrates international recognition for its outstanding achievements in the field of e-Government. Vietnam's high ranking is the result of many factors, including promoting digital infrastructure development, training digital human resources, providing online public services, and enhancing coordination between ministries and branches. All three indicators that make up Vietnam's E-Government Index (EGDI) have seen strong growth: the digital infrastructure index increased by 7 places, the digital workforce index increased by 36 places, and the online public services index increased by 1 place.

  With the impressive results achieved in 2024, the Government continues to set higher goals in the next period. Digital transformation is not only a short-term goal but also a long-term strategy to build a modern, transparent and effective Government. However, besides the achievements, there are still many challenges that need to be addressed, such as improving the quality of online public services, developing digital human resources and ensuring security and safety in the digital environment. However, with the solid foundation that has been built and strong commitment from the Government, Vietnam can absolutely continue to achieve positive results in the digital transformation process in the following years.
