Hai Phong is on the threshold of a new development era, with the aspiration of becoming a modern, civilized, and sustainable industrial city of Southeast Asian stature. To realize this objective, the city identifies science, technology, and innovation not merely as a driving force but as the "strategic key."
Materializing the spirit of Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation, and national digital transformation, the People's Committee of Hai Phong City has issued Plan No. 16/KH-UBND regarding the Technological Innovation Roadmap for spearhead economic sectors toward 2035. The core contents and implementation orientations are as follows:
First, identifying and concentrating resources on spearhead economic sectors
The city determines that technological innovation must be focused and prioritized, rather than scattered. Five groups of spearhead industries are prioritized, including: Mechanical engineering (specifically automobile and electrical equipment manufacturing); Electronics and Information Technology; Marine economy (shipbuilding and port operations); Modern Logistics; and High-tech Agriculture. These are sectors with high added value that contribute directly to the city’s global competitiveness.
Second, establishing a development roadmap with a long-term vision
The roadmap toward 2035 is built upon rigorous analysis:
- The 2026-2030 period: Focus on comprehensive digital transformation, upgrading digital infrastructure, and supporting businesses in accessing foundational technologies of the Fourth Industrial Revolution.
- The 2030-2035 period: Progress toward mastering core technologies, fully automating primary production lines, and forming a sustainable innovation ecosystem where Hai Phong enterprises play a leading role in international supply chains.
Third, resolutely eliminating obsolete technologies for green growth goals
A key innovative point in Plan No. 16 is the viewpoint of "innovation goes hand in hand with purification." Hai Phong is committed to ceasing the operation of and replacing old, backward technologies in industries such as cement, chemicals, and steel, which consume excessive energy and cause environmental pollution. The city chooses the path of sustainable development, prioritizing green technologies and circular economies to protect the environment for future generations.
Breakthrough Solutions for Implementation
To translate this roadmap into reality effectively, the city will synchronously deploy three groups of breakthrough solutions:
- Policy Mechanisms: Build a transparent and specific legal framework to attract high-quality Foreign Direct Investment (FDI) associated with commitments to transfer technology to domestic enterprises.
- Human Resources: Invest significantly in vocational and higher education according to international standards, training a team of experts and engineers capable of operating and creating new technologies.
- International Cooperation: Strengthen connections with major global technology hubs and promote science and technology diplomacy to ensure Hai Phong remains aligned with global knowledge trends.
Technological innovation is a journey filled with challenges but also immense opportunities.
