(HPDT)- Total budget revenue of the City surpassed the threshold of 90,000 billion VND, reached 90,421 billion VND, of which domestic budget revenue reached 35,000 billion VND for the first time, an increase of more than 6.9% compared to 2020 (33,000 billion VND) clearly showing the comprehensive achievement of budget revenue in 2021. Mr. Ha Van Truong, Director of HaiPhong Department of Tax, affirmed that budget revenue results in 2021 showed that HaiPhong had right policies and comprehensive solutions to exploit potentials and advantages to increase budget revenue at a high level.
High domestic revenue
With a domestic revenue of 35,000 billion VND in 2021, double that of 2016 - an unprecedented growth in recent years, HaiPhong has made great steps in budget revenue. This is the most outstanding result, clearly affirming the leadership and direction of the City Party Committee, the City People's Council and the City People's Committee in this year. Mr. Ha Van Truong, Director of HaiPhong Department of Tax emphasized: after 05 consecutive years of implementing year theme "Strengthening the discipline of state budget revenue and expenditure - Improving the business investment environment”, from 2021, HaiPhong chose a new theme to focus on developing urban areas, building new exemplary rural areas, but the City always holds budget revenue tasks as the most important one. Accordingly, the City continuously mobilizes the synergy of the whole political system, closely linking the enhancement of investment attraction, creating favorable conditions for businesses by reviewing, exploiting, collecting correctly, fully and timely budget revenues in the city area. In particular, the main reasons are because of the city's stable economy, many businesses with high efficient achievements in production and business, thereby generating revenues for the state budget. Along with that, there are drastic solutions in combating revenue loss and tax loss; collecting tax arrears of the city, branches and districts. Areas of import-export enterprises, manufacturing enterprises, FDI enterprises, trade and service sectors, revenues from land, mineral resources; many economic sectors developing rapidly with low budget payments such as transportation, petroleum trading, construction ... have all been carefully reviewed, mobilized revenues into the state budget in accordance with regulations and tax policies. Budget revenue is updated daily, reported to the city's leaders for timely direction, and revenue management.
Director of HaiPhong Department of Tax Mr. Ha Van Truong said that the results of domestic revenues clearly showed the potentials and economic development of HaiPhong over past years. In particular, in 2021, although VinFast automobile factory dealt with many difficulties, it still paid nearly 5,000 billion VND into state budget as the city's highest tax payer. Along with that, the efficient development and operation of FDI enterprises were increased by more than 1,000 billion VND, exceeding nearly 30% of targets. Personal income taxes, registration fees are also revenues with a growth rate of 19-70%. The attractiveness of HaiPhong and large-scale investment projects has accelerated the collection of land use fees, reaching nearly 5,600 billion VND. Seaport infrastructure fees also reached nearly 1,200 billion VND… Notably, most of districts have exceeded the assigned state budget estimation. This is a very remarkable result of the year with many difficulties of COVID-19 pandemic.
Get rewards for exceeding revenues
Another bright spot in the 2021 budget revenues of HaiPhong is the collection of import and export taxes. According to the Director of HaiPhong Department of Customs Mr. Nguyen Duy Ngoc, by the end of November 10, 2021, Department has completed the budget revenue estimate for the whole year assigned by the Ministry of Finance. According to leaders of HaiPhong Department of Customs, revenues in HaiPhong area by year end reached more than 54,000 billion VND, an increase of more than 13% compared to 2020, exceeding 9% of state budget revenue assigned by Ministry of Finance. Thus, the excess of import and export taxes will reach more than 4000 billion VND. This is a very meaningful result for HaiPhong City. According to Decree No.89/2017 of the Government on a number of specific financial - budget mechanisms and policies for HaiPhong, the City will be rewarded with an excess of import and export taxes at the rate of no more than 70% of total excess. In 2019, also from the excess of HaiPhong Department of Customs, HaiPhong got rewards with an excess of more than 1,900 billion VND. This resource was allocated to invest in many important projects, contributing to promoting the development of HaiPhong City. In 2021, the basis for HaiPhong to continuously get rewards for exceeding import and export taxes is very practical and the City will have more resources for investment and development in 2022.
The results of HaiPhong's budget revenue in 2021 confirmed that the city's revenue sources are still very huge, and the revenue potentials are still very big as well. This is also an important basis for the City to continuously reach larger goals in 2022. Specifically, the City strives to collect a state budget of 105,645 billion VND, of which import and export taxes are 60,000 billion VND; domestic revenue is 41,000 billion VND; central investment sources are over 4,500 billion VND. This is also a rather heavy task, requiring active and effective solutions at the beginning of year; overcoming the limitations and weaknesses of 2021, specifically the situation of revenue loss, tax arrears; continuing to strongly improve business investment environment; creating favorable conditions for businesses and households to do production, trade and service efficiently; creating a long-term and stable revenue sources for the city's budget./.
