Hai Phong identifies attracting and utilizing talent as a core task to meet the requirements of rapid and sustainable development, contributing to the successful implementation of the National Strategy on Talents to 2030 and vision to 2050. The city's goal is to build a team of experts, scientists, and individuals with outstanding capabilities in key sectors such as healthcare, education, marine economy, logistics, high-tech industry, and circular economy.
- A Comprehensive and Superior Incentive System
The uniqueness of this policy lies in its comprehensiveness, covering everything from training and recruitment to remuneration and recognition:
- Training and Sourcing: The city provides 100% tuition scholarships for national and international prize-winning students, as well as for excellent and outstanding graduates who pursue postgraduate studies and commit to working in the city.
- One-time Financial Support: Upon recruitment and committing to work for 5 years or more, talents will receive attractive one-time support:
- Outstanding graduates: 150 million VND.
- Masters and Resident Doctors: 200 to 250 million VND.
- PhD holders: 300 million VND.
- Associate Professors: 400 million VND; Professors: 500 million VND.
- Monthly Income Policy: Beyond standard salaries, talents receive monthly income support based on the regional minimum wage with coefficients ranging from 5 to 4.0 times, depending on their qualifications. Notably, for leading experts "commissioned" for key tasks, income can reach 30 - 100 million VND/month.
- Housing and Travel Support: The city provides 5 million VND/month for travel and family expenses for those from other provinces, while granting priority for purchasing social housing so talents can dedicate themselves with peace of mind.

- Selection Council: A 5-member council, chaired by a Vice Chairman of the City People's Committee, ensures that talent selection is fair, transparent, and accurate.

- "Open" Mechanism: Actively linking with prestigious domestic and international universities and research institutes to find "good seeds," while calling upon Hai Phong natives who have succeeded abroad to return and contribute.
- Responsibility and Commitment
Alongside the incentives, the city emphasizes responsibility. Beneficiaries must commit to working for a minimum of 10 years (excluding Professors and Associate Professors). Cases of breach of commitment or failure to complete tasks will require reimbursement of the support funds according to regulations.
