On the afternoon of January 16, the People’s Committee of Hai Phong held a conference to announce Decision No. 1511 dated December 4, 2024, issued by the Prime Minister on the establishment of the Southern Coastal Economic Zone of Hai Phong. This event marks a particularly important milestone, signaling the beginning of realizing the economic zone’s development goals—a new driving force for the city’s growth and prosperity.

Comrade Tran Hong Ha, Member of the Party Central Committee and Deputy Prime Minister, attended and gave a directive speech at the conference. Representatives from central ministries and agencies also participated.
City leaders attending the conference included: Mr. Le Tien Chau, Member of the Party Central Committee, Secretary of the Hai Phong Party Committee, Head of Hai Phong’s National Assembly Delegation; Mr. Nguyen Van Tung, Deputy Secretary of the Party Committee, Chairman of the City People’s Committee; Mr. Do Manh Hien, Standing Deputy Secretary of the Party Committee; Mr. Pham Van Lap, Member of the Party Standing Committee, Chairman of the City People’s Council; alongside members of the Party Standing Committee, leaders of the City People’s Council, People’s Committee, and the Vietnam Fatherland Front Committee.
The Southern Coastal Economic Zone (SCEZ) of Hai Phong, covering approximately 20,000 hectares, is envisioned as a multi-sector, international-scale economic zone with key development pillars including high-tech industries, modern logistics services, smart urban areas, ecological tourism, and a pilot free trade zone. This zone will serve not only as a new engine for economic growth but also as a foundation for Hai Phong to assert its position as a marine economic center, an international logistics hub, and a major growth pole for the region and the country. The establishment of the SCEZ will create favorable conditions for the city to pilot new policies and mechanisms, fostering an open and convenient investment environment to attract domestic and foreign resources to realize outlined objectives.

By 2030, the Southern Coastal Economic Zone is expected to become the main economic driver for Hai Phong, reaching about 80% of the capacity of the Dinh Vu - Cat Hai Economic Zone. This second economic zone will play a particularly important role in connecting with neighboring economic zones to form a coastal economic zone chain, driving regional development. Furthermore, the SCEZ is projected to contribute VND 550 trillion to the budget and create 301,000 jobs.
The establishment of the SCEZ represents a strategic decision that reflects the city’s determination and ambition, concretizing the goals and tasks set out in Resolution No. 45 and Conclusion No. 96 of the Politburo regarding the construction and development of Hai Phong city. The economic zone will concentrate resources and fully exploit potential and advantages to generate new values, contributing to building a richer, more civilized Hai Phong.
The awarded projects include:
- Trang Cat Urban and Service Area, capital increased from VND 6,300 billion to VND 69,000 billion, covering more than 584 hectares. Investor: Trang Cat Urban Development One Member Limited Liability Company.
- Vinh Quang Industrial Park Infrastructure Construction and Business Project (Phase 1), covering 226 hectares, total investment over VND 3,550 billion. Investor: IDICO Vinh Quang Joint Stock Company.
- Nomura Hai Phong Industrial Park Infrastructure Construction and Business Project (Phase 2), covering 197 hectares, total investment about VND 2,782 billion. Investor: Hai Phong International Industrial Park Joint Stock Company.
- Trang Due 3 Industrial Park Infrastructure Construction and Business Project, covering 652 hectares, total investment over VND 8,000 billion. Investor: Saigon Hai Phong Industrial Park Joint Stock Company.
- Nam Trang Cat Industrial Park Infrastructure Development Project, covering 200 hectares, total investment over VND 2,252 billion. Investor: Vinhomes Industrial Park Investment Joint Stock Company.
- Trakmotive Global Industrial Inc (USA), total investment USD 60 million, main products: auto parts and accessories, located in Nam Dinh Vu Industrial Park (Zone II), scale: 11,400 tons/year.
- Hanmiflexible Vina Co., Ltd (South Korea), total investment USD 10 million, main products: plastic components for household electronics, located in Nam Cau Kien Industrial Park, scale: 6,200 tons/year.
- Hogetsu Vietnam Co., Ltd (Japan), total investment USD 12.4 million, main products: agricultural and forestry machinery, located in Nam Dinh Vu Industrial Park (Zone II), scale: 15,600 tons/year.
- Ascent Vietnam Co., Ltd (Hong Kong), total investment USD 12.5 million, main products: production and processing of raw materials for food processing and beverage mixing, located in Maritime Industrial and Service Park (Deep C 2B), scale: 60,000 tons/year.
- Great Eagle (Seychelles), total investment USD 10 million, main products: electronic components and product assembly, located in Nam Cau Kien Industrial Park, scale: 2,650 tons/year.
- Pourin Special Welding Vietnam Co., Ltd (Hong Kong), total investment increased from USD 41.25 million to USD 59 million (an increase of USD 17.75 million), main products: boiler components, located in Nam Dinh Vu Industrial Park (Zone I), production capacity: 55,000 tons.

In his remarks, Deputy Prime Minister Tran Hong Ha emphasized that the Southern Coastal Economic Zone embodies the city’s will, ambition, and vision for a new era and an elevated development stage for Hai Phong. To successfully build the economic zone, the Deputy Prime Minister urged the city to leverage its advantages economically, politically, and culturally. He also called for the development of multi-purpose infrastructure, integrating transport, energy, water supply and drainage, and telecommunications systems complementarily. The Deputy Prime Minister encouraged enterprises and investors to focus resources, invest purposefully, and adhere to clear criteria to maximize efficiency.
Responding to the Deputy Prime Minister’s directives, Chairman Nguyen Van Tung affirmed that Hai Phong will develop detailed plans to implement the economic zone. He expressed gratitude for the Government’s leadership, especially Deputy Prime Minister Tran Hong Ha and central agencies, for providing the crucial legal framework for Hai Phong’s development and socio-economic targets. The Chairman requested relevant departments and agencies to complete the economic zone’s master plan and committed to providing the best conditions for enterprises investing in the zone.
He also called on the Government to prioritize investment in post-port infrastructure, dredging of deep-water shipping channels, the construction of the Ninh Binh – Hai Phong expressway, resolving issues with the coastal road project, and promptly approving adjustments to the overall plan of the Dinh Vu – Cat Hai Economic Zone.
