The most significant highlight of the past five years has been the completion of digital infrastructure and the creation of seamless data "arteries" from the central to local levels.
- Elevating E-Government: Vietnam has made a major leap by joining the group of countries with a "High" E-Government Development Index (EGDI), affirming our position on the digital map of the region and the world.
- Data as the Core: The effective construction and operation of national databases (on Population, Land, Businesses, etc.) have completely changed management methods. Paper dossiers are gradually being replaced by digital data, making information lookup and authentication instantaneous and accurate.
- Breakthroughs in Administrative Procedure (AP) Resolution: “Reducing the Need for Repeated Travel”
Administrative reform in this period does not stop at cutting items but involves restructuring entire processes to bring substantive convenience to citizens and businesses.
- Substantive Online Public Services: The rate of dossiers processed online has grown strongly. The National Public Service Portal has become a trusted address, helping to make the processing flow transparent, eliminate "petty corruption," and minimize compliance costs.
- Project 06 – The Decisive Impetus: The combination of administrative reform and Project 06 has created unprecedented utilities, such as using electronic identification (VNeID) to replace physical cards, contributing to more efficient and modern social governance.
- From Results to 2026 - 2030 Aspirations
The success of the 2021-2025 period serves as a solid launchpad for us to aim for higher goals in the next cycle:
- Personalizing Public Services: Based on Big Data and Artificial Intelligence (AI), the State will proactively provide services based on the needs of each citizen instead of waiting for a request.
- Hai Phong - The Focal Point of Innovation: For a gateway city like Hai Phong, the effective implementation of administrative reform not only improves the Provincial Competitiveness Index (PCI) but is also a key factor in attracting foreign investment and promoting sustainable multilateral economic development.
