Adjusting measures for safe, flexible adaptation to and effective control over COVID-19 in Hai Phong city

In order to stabilize the people's life and socio-economic activities of the city, implementing Resolution No. 128/NQ-CP dated October 11, 2021 of the Government on promulgating temporary regulations “Safely, flexibly adaptingt and effectively controlling the COVID-19 epidemic”,, on October 13, 2021, Hai Phong People's Committee issued Document No. 7748/UBND-VX on adjusting measures for safe, flexible adaptation to and effective control over COVID-19 epidemic in the city as follows:

From 0.00 a.m on October 13, 2021:

  1. People entering Hai Phong city are not required to present SARS-CoV-2 test results.
  2. Adjustment in medical isolation for people from other localities to Hai Phong city:

(1) For people from very high risk provinces, cities and areas (corresponding to the red and orange colors on the pandemic zoning table of the Portal of the Ministry of Health), the specific applications as follows:

- Those who have newly recovered from COVID-19 according to regulations for no more than 6 months must self- monitor health at home for 07 days and test for COVID-19 on the 7th day since the date of arrival. Home isolation ended if the test result is negative.

- Those who have been fully vaccinated (green card on electronic health book/PC-COVID or Vaccination Certificate issued by a competent authorities, at least 14 days after the date of the final dose) must follow concentrated medical isolation for 07 days, test for COVID-19 on the first and seventh day, continue to self-isolate at home for 07 days and test COVID-19 on the 7th day after offending self-isolation; self-monitor health in the next 07 days.

- Those who have not been fully vaccinated or have been fully vaccinated for less than 14 days from the date of the final dose must follow concentrated isolation for 14 days from the date of arrival/return to the locality, test for SARS-CoV-2 by RT-PCR method three times on the 1st, 7th and 14th days.

- Those who are the elderly, weak, sick and young children needing cares, self-isolate at home for 14 days from the date of return/arrival, test for COVID-19 3 times on the 1st, 7th and 14th days.

(2) People returning from high-risk localities (corresponding to the yellow color on pandemic zoning table of the Portal of the Ministry of Health), the specific applications as follows:

- Those who have recovered from COVID-19 according to regulations for no more than 6 months, must self isolate at home for 07 days, test for COVID-19 on 7th day since the date of arrival. Home isolation ended if the result is negative.

- Those who have been fully vaccinated (green card on electronic health book/PC-COVID or Vaccination Certificate issued by a competent authorities, at least 14 days after the date of the final dose) must carry out concentrated medical isolation for 07 days, test for COVID-19 on the first and seventh days, continue to self-isolate for 07 days more and test for COVID-19 on the 7th day at the end of isolation time; self-monitor health in the next 07 days.

- Those who have not been fully vaccinated or have been fully vaccinated for less than 14 days from the date of the final dose must follow concentrated isolation for 14 days and test for SARS-CoV-2 by RT-PCR method three times on the 1st, 7th and 14th days from the date of arrival/return to the locality.

(3) People returning from risky localities (corresponding to the green color on pandemic zoning table of the Portal of the Ministry of Health), the specific applications as follows:

- Those who have recovered from COVID-19 according to regulations for no more than 6 months must self-isolate at home for 07 days and test for COVID-19 on the 7th day since the date of arrival. Home isolation ended if the result is negative.

- Those who have been fully vaccinated (green card on electronic health book/PC-COVID or Vaccination Certificate issued by a competent authorities, at least 14 days after the date of the final dose) must self-monitor health at home for 07 days, test for COVID-19 on the 1st day.

- Those who have not been fully vaccinated or have been fully vaccinated for less than 14 days from the date of the final dose must self - isolate for 7 days from the date of arrival/return to the locality, test for SARS-CoV-2 by RT-PCR method 2 times on the 1st, 7th day, self – monitor health in the next 7 days.

(3) For people entering the country:

- Isolation in Hai Phong:

+ Those who have been fully vaccinated (green card on electronic health book/PC-COVID or Vaccination Certificate issued by a competent authorities, at least 14 days after the date of the final dose) must follow concentrated medical isolation for 07 days, test for COVID-19 on the first and seventh days, continue to self-isolate at residential area for 07 days and test on the 7th day. Isolation ended if the result is negative.

+ Those who have not been fully vaccinated or have been fully vaccinated for less than 14 days from the date of the final dose must follow concentrated isolation for 14 days from the date of arrival/return to the locality, test for SARS-CoV-2 by RT-PCR method three times on the 1st, 7th and 14th days; continue to self-isolate at residential area for 07 days and test for COVID-19 on the 7th day. Isolation ended if the result is negative.

+ People must pay related expenses themselves during the isolation period.

- People who have been isolated in other localities:

People returning to Hai Phong must be isolated for 07 days (at the hotel approved by the city), and test for COVID-19 on the 7th day when the isolation is over; pay the related expenses themselves during the isolation period.

  1. Allow resumption of some service business activities:

- Stores providing Internet, video games services.

- Streeet food services are allowed to open from 5 am to 10 pm daily.

  1. For the operation of container and cargo trucks:

- Drivers and assistants must be injected at least 1 vaccine dose.

- Comply with Ministry of Health’s Document No. 898/BYT-MT dated February 7, 2021 on guiding the prevention and control of the Covid-19 epidemic in the transport of goods, specifically as follows:

+ Fully implement epidemic prevention and control measures: Wearing masks during the transportation, loading and unloading of goods, regularly disinfecting hands, making health declarations, disinfecting vehicles daily, limiting contact with others.

+ Drivers of transport vehicles departing from locked down or outbreak areas must test for SARS-CoV-2 twice on departure and arrival

+ Business owners must organize testing for SARS-CoV 2 for drivers and assistants by rapid antigen test or RT-PCR once a week.

  1. For enterprises, production and business establishments in the city:

- Manage non-nativeworkers as specified in Section 1 of this document.

- Periodically screening test for SARS-CoV-2 for 30% of employees.

- Develop the operation plan according to each epidemic level specified in the Government's Resolution No. 128/NQ-CP dated October 11, 2021 on promulgating the temporary regulation “Safely, flexibly adapting to and effectively controlling the COVID-19 epidemic”.

- Strictly follow the measures for the epidemic prevention and control at the workplace.

  1. Implementation:

(1) Department of Planning and Investment

To be in charge of coordinating with relevant Departments, sectors and localities todevelop the plan on safely, flexibly adapting to and effectively controlling the COVID-19 epidemic with a specific and feasible roadmap, ensuring effective control of the COVID-19 pandemic.

(2) Department of Health

- To guide the checkpoints and localities to apply measures for managing people from epidemic areas and other localities basing on updates of color table on Ministry of Health’s website.

- To direct medical units under authority to test for COVID-19 for people according to regulations.

- To assess the city’s epidemic level and situation basing on Ministry of Health’s guidance on criteria, classification, assessment of epidemic level and relevant professional measures.

- To continue the solutions for improving the capacity of the health system, especially preventive medicine and primary healthcare; accelerate the procurement of medical equipment, human resources training in response to emergency and treatment of COVID-19 cases.

- To implement safe and effective vaccination; develop a vaccination schedule for children, booster injections according to Ministry of Health’s guidance of.

- To strengthen direction and inspection of the implementation of 37 hospital safety criteria in disease prevention at medical facilities, ensuring hospital safety in the event of potential pandemic risk in the community.

- To continue to direct testing and screening in high-risk areas to control the risk of disease spread.

(3) Hai Phong Police

- To continue the operation of the city entrance/exit checkpoints; control people and vehicles according to the instructions in this document.

- To strengthen security and order ensurance, crime prevention in the city.

(4) Hai Phong Economic Zone Authority and Department of Industry and Trade

- To disseminate, guide and supervise enterprises and production facilities in industrial zones in managing employees and implementing the activities mentioned in this Document.

- To request businesses and production facilities to propagate, mobilize and coordinate with the health sector to vaccinate 100% of employees.

(5) Department of Information and Communications

To strengthen communication to create consensus and social trust; promote self-discipline and positivity in epidemic prevention, guide measures for safe and flexible adaptation to and effective controlof the COVID-19 epidemic, as well as raise people's awareness in the new situation.

(6) Department of Transportation

To review and issue guideline on developing plan for inter-provincial transportation activities, goods circulation, ensuring continuity of production supply chains, safe and flexible adaptation, and effective control of the COVID-19.

(7) Department of Education and Training

TO continue epidemic preventive measures to ensure safety in the school year 2021-2022.

(8) People’s Committees of Districts

- To develop and implement the plan on safely, flexibly adapting to and effectively controlling the COVID-19 epidemic with a specific and feasible roadmap, ensuring effective control the COVID-19 epidemic.

- To effectively implement epidemic prevention and control measures in accordance with epidemic situation in each locality.

- To follow the instructions of the city Department of Health for testing, isolation and medical monitoring of people from epidemic areas and other localities.

- To strengthen urging and inspecting the observance of epidemic preventive measures by people isolated at home/residential area, people from other localities and to take full responsibility in front of Hai Phong People's Committee for these activities.

- To directing enterprises and production facilities in the locality under authority to develop operational plans according to epidemic levels, urging and inspecting the observance of regulations.

- To strengthen inspection of the observance of the regulations on COVID-19 epidemic prevention for activities allowed to be resumed; request for stop with those not qualified and not complying with regulations.

Hai Phong People's Committee request serious implementation from relevant departments, branches, localities, units, disease control checkpoints and people.
