Adjusting a number of temporary regulations on "safe and flexible adaptation, effective control of COVID-19 pandemic” in the city area

Implementing Resolution No. 128/NQ-CP dated October 11, 2021 of Government on promulgating temporary regulations on "safe and flexible adaptation, effective control of COVID-19 pandemic”. In order to stabilize the people's life and socio-economic activities of the City, on October 13, 2021, Hai Phong City People's Committee issued Document No. 7748/UBND-VX on adjusting a number of temporary regulations on "safe and flexible adaptation, effective control of COVID-19 pandemic” in the city area as follows:

From 0:00' on October 13, 2021:

  1. People entering Hai Phong City are not required to present a SARS-CoV-2 test certificate.
  2. Adjusting medical isolation for people from other localities to Hai Phong City:

(1) For people in provinces, cities and very high risk areas (corresponding to the red and orange colors of epidemic zoning table of Ministry of Health Portal), the specific regulations are implemented as follows:

- People who have just been declared cured of COVID-19 in accordance with regulations, but are no older than 6 months when coming to the City, must apply home isolation for 07 days from the date of return/arrival, take samples for testing on the 7th day. If the result is negative, the isolation will be completed.

- Persons who have received a full dose of vaccine against COVID-19 (having green card on electronic health book/PC-COVID or a written vaccination certificate issued by a vaccination facility with the last injection more than 14 days): Carry out the concentrated medical isolation for 07 days; take samples for testing on the 1st day and 7th day; continue to isolate at home for 07 days and have a test on the 7th day when completing isolation; implement to self-monitor health condition for the next 07 days.

- Persons who have not received a full dose of COVID-19 vaccine or have received a full dose of COVID-19 vaccine with the last injection less than 14 days: Carry out the concentrated isolation for 14 days from the date of return / arrival to their locality, have 3 tests on the 1st day, 7th day, and 14th day.

- For the elderly, the seriously ill people, young children who need someone to take care of, apply home isolation for 14 days from the date of return/arrival to their locality, take samples for testing 3 times on the 1st day, 7th day, and 14th day.

(2) For people in provinces, cities and very high risk areas (corresponding to the yellow colors of epidemic zoning table of Ministry of Health Portal), the specific regulations are implemented as follows:

- People who have just been declared cured of COVID-19 in accordance with regulations, but are no older than 6 months when coming to the City, must apply home isolation for 07 days from the date of return/arrival, take samples for testing on the 7th day. If the result is negative, the isolation will be completed.

- Persons who have received a full dose of vaccine against COVID-19 (having green card on electronic health book/PC-COVID or a written vaccination certificate issued by a vaccination facility with the last injection more than 14 days): Carry out home isolation for 07 days; take samples for testing on the 1st day and 7th day when completing isolation; implement to self-monitor health condition for the next 07 days.

- Persons who have not received a full dose of COVID-19 vaccine or have received a full dose of COVID-19 vaccine with the last injection less than 14 days: Carry out home isolation for 14 days from the date of return / arrival to their locality; have 3 tests on the 1st day, 7th day, and 14th day.

(3) For people in provinces, cities and very high risk areas (corresponding to the blue color of epidemic zoning table of Ministry of Health Portal), the specific regulations are implemented as follows:

- People who have just been declared cured of COVID-19 in accordance with regulations, but are no older than 6 months when coming to the City, must apply home isolation for 07 days from the date of return/arrival, take samples for testing on the 7th day. If the result is negative, the isolation will be completed.

- Persons who have received a full dose of vaccine against COVID-19 (having green card on electronic health book/PC-COVID or a written vaccination certificate issued by a vaccination facility with the last injection more than 14 days): Carry out to self-monitor health condition for the next 07 days, take samples for testing on the 1st day when returning to their locality.

- Persons who have not received a full dose of COVID-19 vaccine or have received a full dose of COVID-19 vaccine with the last injection less than 14 days: Carry out the home isolation for 07 days from the date of return / arrival to their locality; have 2 tests on the 1st day and 7th day; continue to self-monitor health condition for the next 07 days.

(3) For people entering Vietnam from abroad:

- Isolating in Hai Phong City:

+ Persons who have received a full dose of vaccine against COVID-19 (having green card on electronic health book/PC-COVID or a written vaccination certificate issued by a vaccination facility with the last injection more than 14 days): Carry out the concentrated medical isolation for 07 days, take samples for testing on the 1st day and 7th day; continue to isolate at the place of residence for 07 days and have test on the 7th day. If the result is negative, the isolation will be completed.

+ Persons who have received a full dose of COVID-19 vaccine with the last injection less than 14 days: Carry out the concentrated isolation for 14 days from the date of return / arrival to their locality; have 3 tests on the 1st day, 7th day, and 14th day; when finishing the concentrated isolation period, continue to isolate at the place of residence for 07 days and have a test on the 7th day. If the result is negative, the isolation will be completed.

+ People in quarantine must pay their own expenses during the quarantine period.

- Have been isolated in other localities:

When coming to Hai Phong, people must be isolated for 07 days at the place of residence (at the hotels approved by the City) and must be tested on the 7th day when completing isolation; People in quarantine must pay their own expenses during the quarantine period.

  1. Allowing to reopen some services:

- The shops of computer games, Internet services, video games.

- Sidewalk food services for on-site sales between 5am and 10pm every day.

  1. For the operation of container trucks and freight trucks:

- Drivers and assistants must have at least an injection of COVID-19 vaccine.

- Complying with Official Dispatch No. 898/BYT-MT dated February 7, 2021 of Ministry of Health on guiding the prevention of Covid-19 epidemic in freight transport as follows:

+ Fully implement the anti-epidemic measures: Wearing a face mask during the transportation, loading and unloading of goods, disinfecting hands regularly, making medical declarations, disinfecting vehicles daily, limiting contacts with others.

+ If the driver of a vehicle comes out from a blockade area or an outbreak area, he must be tested for SARS-CoV-2 before leaving and upon returning.

+ Assigning business owners to conduct SARS-CoV 2 tests for drivers and assistants by rapid antigen test or RT-PCR test once a week.

  1. For enterprises, production and business establishments in the city area:

- Managing other provincial workers as specified in Section 1 of this document.

- Periodically conducting the screening tests for SARS-CoV-2 once per week for 30% of workers and employees.

- Developing the unit's operation plan in accordance with each epidemic level as prescribed in Resolution No. 128/NQ-CP dated October 11, 2021 of Government on promulgating temporary regulations on "safe and flexible adaptation, effective control of COVID-19 pandemic”.

- Strictly complying with the measures of epidemic prevention and control at the workplace.

  1. Organization for implementation:

(1) Department of Planning and Investment

Taking the leading role, and coordinating with relevant departments, sectors and localities to develop a plan on "safe and flexible adaptation, effective control of COVID-19 pandemic” with a specific and feasible roadmap, ensuring effective control of COVID-19 pandemic.

(2) Department of Health

- Basing oneself on the color chart on Ministry of Health Portal to update and guide checkpoints, localities apply measures to manage people coming from epidemic areas and from other localities.

- Directing medical units to carry out testing for people in accordance with regulations.

- Basing oneself on the guidance on criteria, classification, assessment of epidemic levels and professional measures of Ministry of Health to assess epidemic level and epidemic situation in the city area.

- Continuously implementing solutions to improve the capacity of the health system, especially preventive medicine and grassroots health care; accelerate the procurement of medical equipment, the training of human resources to meet the collection, emergency and treatment of patients.

- Implementing vaccination against COVID-19 safely and effectively; developing a vaccination schedule for children and booster vaccinations in accordance with the guidance of Ministry of Health.

- Strengthening direction and inspection of implementing 37 hospital safety criteria in disease prevention at medical examination and treatment facilities, ensuring hospital safety in situations of potential disease risks in the community.

- Continuing to direct the testing and screen high-risk areas to control the spread risks of disease.

(3) The City Public Security

- Continuing to maintain the operation of the city entrance/exit checkpoints; control people and vehicles in accordance with the instructions in this document.

- Strengthening the direction of ensuring security and social order, preventing crimes in the city area.

(4) Hai Phong Economic Zone Authority and Department of Industry and Trade

- Disseminating, guiding and supervising the implementation of enterprises and production facilities of industrial parks and clusters in managing workers and employees as well as implementing activities mentioned in this document.

- Requesting businesses and production facilities to propagate, mobilize and coordinate with health sector to vaccinate against COVID-19 for 100% of workers in enterprises.

(5) Department of Information and Communications

Strengthening propaganda to create social consensus and trust; promoting self-discipline and positivity of people in epidemic prevention and control; guiding measures on “safe and flexible adaptation and effective control of COVID-19 pandemic”; raising people's awareness in the new situation.

(6) Department of Transport

Reviewing and promulgating guidelines for developing plans on inter-provincial transport, goods circulation, ensuring continuity of production supply chains, safe and flexible adaptation, and effective control of COVID-19 epidemic.

(7) Department of Education and Training

Continuing to implement measures for preventing epidemics to ensure safety in the school year of 2021-2022.

(8) People's Committees of Districts

- Developing and organizing the implementation of a plan on safe and flexible adaptation, effective control of COVID-19 epidemic with a specific and feasible roadmap, ensuring the effective control of COVID-19 epidemic.

- Effectively organizing the epidemic prevention and control measures in accordance with epidemic developments in each locality.

- Following the instructions of Department of Health for tests, isolation and medical monitoring of people coming from epidemic areas and other localities.

- Strengthening the activities of urging and inspecting the observance of epidemic prevention measures by people isolated at home/residence place, people from other localities. The Districts must be responsible before the City People's Committee for these activities.

- Directing enterprises and production facilities under their management in the locality to develop operation plans in accordance with epidemic levels; urge and inspect the observance of regulations by these units.

- Strengthening the inspection of obeying regulations on prevention of COVID-19 epidemic for activities allowed to open again; requesting to stop operation if those activities are not qualified and not complied with regulations.

The City People's Committee requires relevant departments, branches, localities, units, COVID-19 disease control checkpoints and people to seriously implement these regulations.
