On the morning of February 3, immediately following the Tree Planting Festival launch ceremony, the city leaders—including Secretary of the City Party Committee Lê Tiến Châu, Chairman of the City People’s Committee Nguyễn Văn Tùng, Permanent Vice Chairman of the City People’s Committee Lê Anh Quân, Chairman of the Vietnam Fatherland Front Committee of the city Đào Trọng Đức, and other city officials—visited and extended Tet greetings, gave gifts, and encouraged officials, civil servants, and construction workers at the new urban area north of the Cam River.

The delegation visited and presented gifts to the Management Board of Hai Phong Civil Construction Investment Projects, contractors, and the team of engineers and workers currently constructing key projects such as the city's Political-Administrative Center, the Conference and Performance Center, and infrastructure projects in the Northern Cam River new urban area. These are two major projects intended to relocate the city’s Political-Administrative Center to the northern bank of the Cam River, in accordance with the resolution of the 16th Party Congress of the city.
The City Party Secretary requested that the Project Management Board and contractors make every effort to accelerate construction progress and strive to complete the projects on schedule, aiming for completion before April 30 this year.

Also on the morning of February 3, to mark the 95th anniversary of the founding of the Communist Party of Vietnam (February 3, 1930 – February 3, 2025), Secretary of the City Party Committee Lê Tiến Châu and Permanent Vice Chairman of the City People’s Committee Lê Anh Quân led a delegation of city officials to visit the Party Committee Cave, where the city’s 2nd Party Congress (1968–1971 term) was held. They also visited the city’s No.1 rear base located in the Nui Voi area and offered incense at the Temple of Female General Lê Chân in An Tiến commune, An Lão district.
