- The leaders of the City People's Committee are directly and comprehensively responsible for leading, directing, and administering throughout the assigned work contents outlined in the Appendixes promulgated with the Plan.
- Heads of departments, agencies, sectors, Chairpersons of the People's Committees of communes, wards, special districts, and related units must build their own implementation plans strictly according to the "6 clears" motto. On a monthly basis, units must report implementation results to the Department of Finance before the 20th of each month.
- Regarding the tasks of handling stagnant, slow-progressing projects, redundant public assets, and the public housing and land fund managed by the Hai Phong Housing Business One Member Co., Ltd.: leading agencies must report the handling results before the 20th of each month. In case of failure to meet the progress schedule or allowing new backlogs to arise due to subjective causes, the related organizations and individuals must strictly conduct self-criticism before the City Party Committee and the City People's Committee.
- Establishing a Detailed Monthly "Critical Path for Progress"
The City People's Committee requires key departments and sectors to take the lead and coordinate the formulation of a detailed monthly "Critical Path for Progress" for key projects, to be completed and submitted to the Department of Finance and the City People's Committee:
- The Department of Agriculture and Environment in coordination with commune-level People's Committees: Lead the formulation of the critical path for compensation, land clearance, and on-site land handover.
- The Department of Construction: Lead the formulation of the critical path for construction investment regarding residential area, urban area, and housing projects located outside the economic zone.
- The Department of Finance: Lead the formulation of the critical path for production and business land lease projects located outside the economic zone.

The Department of Finance is responsible for leading, coordinating with other parties to monitor, urge, synthesize, and report periodically to the City People's Committee before the 25th of each month. Concurrently, the Office of the City People's Committee shall coordinate with the Office of the City Party Committee to construct a software system to track and urge the implementation of these tasks.
The high synchronization and unity between Action Plan No. 281/KH-UBND of the City People's Committee and the monitoring plan of the Standing Committee of the City Party Committee establish a tight and disciplined public service governance mechanism in Hai Phong. The strict application of the "6 clears" motto alongside the detailed monthly "Critical Path for Progress" system is the key for Hai Phong to confidently resolve all bottlenecks and successfully realize the target of an average GRDP growth of 13%/year or higher as planned.
