Hai Phong issues sustainable urban development plan to 2030, vision to 2045

The Hai Phong City People's Committee has recently issued Plan No. 361/KH-UBND to implement the Government's Resolution No. 80/NQ-CP dated April 2, 2026, which amends, supplements, and updates the Government's Action Program for Resolution No. 06-NQ/TW dated January 24, 2022, of the Politburo on urban planning, construction, management, and sustainable development in Vietnam to 2030, with a vision to 2045. This document replaces Plan No. 08/KH-UBND dated January 15, 2024, creating a strategic shift to build Hai Phong into a smart dynamic urban center connecting the region and the world.

  1. Key Urban Development Targets by 2030

The Plan outlines specific urban development targets associated with elevating residents' quality of life:

  • Urbanization & Planning: Achieving an urbanization rate of approximately 55%, with urban construction land accounting for 31% of the total natural land area, and ensuring 100% coverage of general planning, zonal planning, and urban renewal programs.
  • Technical Infrastructure & Transport: Raising the proportion of transport land relative to urban construction land to 16–26%, maintaining an average green space area of 8–10 m²/person, and achieving an average urban housing floor area of at least 38.95 m²/person.
  • Environment: Ensuring 40–45% of domestic wastewater in Grade II or higher urban areas is treated, and implementing source sorting of municipal solid waste across urban areas.
  • Digital Transformation & Digital Economy: Raising the digital economy's share to over 35% of GRDP, achieving universal 5G mobile coverage, ensuring 100% of the adult urban population has e-payment accounts, and expanding fiber-optic coverage to 100% of households.
  1. Four Core Task Groups

The city assigns municipal departments, agencies, and commune/ward/special zone governments to focus on 04 primary task groups:

  1. Consolidating Awareness and Action: Deeply grasping guiding views on sustainable urban development, fostering high consensus across the political system and among the public.
  2. Elevating Planning Quality: Optimizing development space in line with the two-tier local government model; scaling up the green urban model of "village in city – city in village"; and managing underground space planning. Tightening discipline, definitively resolving "suspended planning," and strictly prohibiting planning manipulation for localized interests.
  3. Investing in Synchronous Urban Infrastructure: Meeting Grade I urban criteria, prioritizing infrastructure for healthcare, education, and culture; developing public transit, undergrounding electrical and telecommunication lines; piloting central urban renewal; establishing a roadmap to restrict personal vehicles (especially motorcycles) in high-density areas; and accelerating social and worker housing schemes.
  4. Formulating Specialized Schemes: Enhancing urban management capacity coupled with innovation and digital transformation within the two-tier government; reviewing transportation planning to guarantee regional connectivity.

The Plan carries vital importance in promptly institutionalizing Central directives, ensuring consistency while updating policies to align with the operational realities of the two-tier government model. Integrating urban planning with socio-economic development strategies optimizes resources and enhances urban governance efficiency. The Plan is expected to thoroughly resolve infrastructure bottlenecks, environmental challenges, and suspended planning issues, giving rise to smart, green, low-emission urban chains. This will generate strong momentum for the urban economy, contributing directly to the target GRDP growth rate of 13%/year or higher for the 2026–2030 period, positioning Hai Phong as a regional and global port city of distinction.
