On June 10, 2026, under the chairmanship of Mr. Vu Tien Phung, Vice Chairman of the City People's Committee and Head of the Steering Committee for Social Insurance (SI) and Health Insurance (HI) policies, a conference was held to review the committee's first year of operation. The meeting aimed to evaluate milestone results and outline a strategic roadmap for the critical final six months of 2026.

A One-Year Milestone: Adapting to the New Government Model
The Steering Committee's activities over the past year took place against the unique backdrop of Hai Phong reorganizing its provincial administrative units and transitioning to a two-level local government model. With the establishment of 114 new commune-level administrative units (including 67 communes, 45 wards, and 02 special zones), Steering Committees at all levels were quickly consolidated to ensure that social security policies remained seamless and that citizens' rights were not interrupted.
Impressionable Statistics from 2025
By the end of 2025, the implementation of SI and HI policies in the city achieved several impressive milestones:
- Total Revenue: Reached over 30,918 billion VND (106.4% of the plan), marking a 14.5% increase compared to 2024.
- Health Insurance Coverage: Reached 95.25% of the city's population, exceeding the assigned target.
- Social Insurance Participation: Reached 1,105,766 people (accounting for 55.5% of the labor force). Notably, voluntary SI participation saw robust growth of 17.06% compared to 2024.
- Arrears Control: The late payment rate was kept at only 1.95%, which is 0.5% lower than the planned target.
Furthermore, the city issued four specific Resolutions to provide additional support for voluntary SI and HI contributions for vulnerable groups and residents in special zones, creating a solid foundation to expand the security net.
Breakthroughs in Early 2026 and Identifying Bottlenecks
Building on this momentum, in the first five months of 2026, total revenue reached 13,420 billion VND (39.9% of the annual plan). The number of compulsory SI participants increased by 28,259 compared to 2025. Administrative reform and digital transformation were accelerated by synchronizing data with the National Population Database and promoting pension payments through personal accounts.
However, the Steering Committee also frankly acknowledged existing limitations, such as ongoing late payments and evasion by some enterprises, rising HI medical examination and treatment costs, and occasional confusion in the advisory work of commune-level officials following the administrative reorganization.
Key Tasks for the Second Half of 2026: Toward "Universal" Goals
To complete the 2026 plan, the City Steering Committee has set specific targets: HI coverage to exceed 95.5% and SI participation in the workforce to reach at least 56.8%. Key solutions include:
- Assigning Targets and Decentralizing Responsibility: In June 2026, the Department of Home Affairs will advise on assigning SI development targets to communes, wards, and special zones. This will be followed by the Department of Health completing HI target assignments in July 2026.
- Tightening Discipline and Handling Violations: The City Police and relevant agencies will increase inter-disciplinary inspections and resolutely pursue criminal handling for SI evasion under Article 216 of the Penal Code.
- Optimizing Support Policies: Departments will review current support resolutions to propose increasing voluntary SI contribution levels for priority groups, such as poor households (up to 50%) and local security forces (100%).
- Comprehensive Digital Transformation: Striving for 100% of administrative procedures to be provided as full-process online public services, with 99% of businesses performing declarations through electronic transactions.
Expectations and Commitments
In his concluding remarks, Vice Chairman Vu Tien Phung emphasized the vital importance of multi-sectoral coordination. The Steering Committee requested that the City Social Insurance—the standing agency—proactively review coordination regulations and concretize tasks based on the principle of "clear people, clear tasks, clear responsibilities, clear timing, and clear results".
With the determined involvement of the entire political system, Hai Phong is committed to transforming social security targets into substantive figures, ensuring all citizens benefit from the city's development and that no one is left behind in the sustainable security network.
